Mark Luellen brings extensive knowledge of San Francisco’s planning initiatives and the complex permitting process. With over 20 years of experience at the San Francisco Planning Department, Mark has held various key roles, including Principal Planner, Acting Chief of Neighborhood Planning, Preservation Officer, and Senior Planner/Historic Preservation Specialist.

 

In his positions, Mark has successfully managed planning teams, particularly in the northeast quadrant of the city, encompassing downtown zoning districts and major commercial centers. He has reviewed project proposals, identified strategies, and established partnerships to ensure successful project entitlement.

 

Mark’s responsibilities have encompassed processing discretionary permits, reviewing building permit applications, evaluating land use applications, preparing staff reports, and presenting findings to relevant commissions. He has also demonstrated expertise in historic preservation, supervising analyses and reports, ensuring compliance with regulations, and providing guidance on legal and procedural aspects. Mark’s extensive experience and deep understanding make him a valuable asset in navigating San Francisco’s planning landscape.
